The client’s objectives and expectations
As part of the 4th Periodic Safety Review, each site is being equipped with a new Local Crisis Centre (CCL) to ensure long-term management of major emergencies, including multi-reactor events. This building provides accessibility, autonomy, and habitability in crisis situations, and is designed to withstand external hazards of the Hardened Safety Core.

Our main responsibilities
- Technical assistance in drafting documentation (PEE) for the testing phase of the CCL project (electrical, instrumentation, and mechanical systems).
- Site supervision on CNPE sites (Tricastin, Civaux, Gravelines, Cattenom, Bugey, Saint-Laurent), including subcontractor management and monitoring, construction scheduling, and coordination of interfaces with EDF.
- Quality control of construction execution documents (DRT, DSI, and operating procedures).
Project characteristics
The construction of the CCLs aims to strengthen the safety of nuclear power plants in the event of hazardous situations. EXOCETH Consulting is involved in the construction of 17 new CCLs for EDF. These facilities, built in reinforced concrete and on a single level, can accommodate between 70 and 90 people within a “bunkerized” 1,250 m² space. The teams can work, prepare operations, monitor the plant, eat, and sleep there.
